It%26#39;s located on the B1 level of a huge building called Sanno Park Building right in front of Tameikesanno Station. Ask directions at the New Otani and they%26#39;ll give you a map and everything.

Yes, there is a parade -
This is a comprehensive list of St Paddy%26#39;s day events in Tokyo. This parade is not too far from your hotel. I believe the Irish Ambassador leads the parade every year. A short taxi or metro ride away.
